Can I end the plan at any time?

While Cash Balance Plans are meant to be permanent there are many legitimate reasons to terminate a plan. What you cannot do is to terminate a plan and then soon after set up another plan and repeat the cycle. Since it is possible to reduce contributions to zero, terminating and then re-establishing plans is really unnecessary.
